檢調查管案 姚立德證實被約談
: 【台灣醒報記者楊蕓台北報導】針對教育部駁回台大校長管中閔聘任案後，傳出遴選委員遭北檢約談。教育部23日部務會報前，次長姚立德受訪時證實自己幾週前也被約談，讓檢方了解台大遴選的細節；至於記者問到高中生赴陸升學人數大增，校長撰寫推薦信卻遭關切一事，姚立德則一派輕鬆說，「如果短時間內赴陸明顯增加，教育部基於職責需瞭解狀況，才能作為調整高等教育政策的依據。」
教育部23日舉行部務會報，部長吳茂昆並未針對遴委被約談一事做出回應，由教育部指派的遴選委員代表之一、次長姚立德受訪。他向媒體證實，「我確實在幾週以前與人事處長陳焜元一起被北檢約談，主要是針對台大遴選的細節作瞭解，我們就據實跟檢察官說明相關細節。」
然而，因北檢未知會台大，也未書面通知，直接用電話與遴委聯繫的作法外界認為並不適當，姚立德則表示，我尊重司法程序，「我個人也是檢察官直接電話通知我，問我和人事處長有沒有空，就一起到檢察官所指定的地方。」
台大12日召開臨時校務會議，決議教育部應依法儘速發聘，必要時學校可以訂房網推薦依法尋求救濟。姚立德表示，教育部22日已經收到台大臨時校務會議的公文，將會仔細檢視公文內容，妥善給予回覆，「若台大要採取行政救濟，教育部也尊重。」
此外，今年高中畢業生申請大陸大學人數暴增，更傳出建國中學、桃園武陵高中、高雄女中等學校，因有學生放棄在台升學，選擇赴陸就讀大學，使校長遭到行政機關的電話關切。記者詢問「針對高中生赴陸申請大學，教育部為何介入？」
對此，姚立德回應，幾週前教育部透過媒體報導得知，今年赴陸的成績門檻比去年還低，也提到幾所高中校長幫學生寫推薦信的件數增加，「媒體已經報導這麼多，國教署基於職責才去瞭解實際狀況，詢問幾位高中校長人數增加的情形，也希望把高等教育做得更好，讓高中生願意選擇留在國內升學。」
「高等教育培養出的人才畢業後出國留學，這是早在幾十年前就開始的趨勢。」姚立德表示，從另外一個角度來看，教育部鼓勵國內高中生與大學生面向國際，增加國際移動力，「但如果前往任何一個國家的人數在短時間增加，國教署基於職責瞭解實際狀況，也才好去調整台灣高等教育的政策。」
